Appropriation of Public Poperty to Private one without taking any gratification does not comes under corruption but with gratification comes under corruption although in both the cases Public exchequer is being cheated.If there is indirect gratification like rewards or some gift for appropriation of property to private ones does not comes under corruption.There is Primitive accumulation in which the pulic property is apportioned to handful of capitalist on first come first serve basis also comes under corruption even if the authority at the Post don't receive singe Penny..

Do you think that Mr. Pranab will fulfill the promise made in transfering cash subsidy on two most critical commodities..Fertilizer and Kerosen.
Pension Scheme and widow scheme was the most unsuccessful plan given by governemen and both have been give cash transfer subsidy.These schemes proved to be least effective schemes in reaching the intended beneficiaries.

But the question is whether the entitlement policy of subsidy is better or cash transfer subsidy..
I feel entitlement with which we can control dual pricing.In cash transfer policy probably poor wont spend cash on buying LPG and kerosene..its possible and ineffective targeting may increase the possiblity of dual pricing..So think once more..

Decision of Supreme court on the CVC verdict has made the controversy on the violation of rights given to jusiciary and parliament.This is not the only historic decisions given by Supreme court.There are many decisions on which the the spat of debates was happened.I personally feel supreme court has not violated any constitutional rights.They just intervened in the Legality of the matter.
